The Federal Emergency Management Agency (FEMA) of the Department of Homeland Security is seeking a limited number of applicants for temporary jobs in the USVI. All candidates should possess strong computer, communication, interpersonal, and customer service skills. Eighteen years of age and US Citizenship required. Selected candidates will be required to complete a background investigation which includes finger printing. FEMA is an Equal Opportunity Employer. Salaries are comparable to local pay rates. FEMA’s mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. 

Duties & Responsibilities: The incumbent provides subject matter expertise in historic preservation review, reports, compliance and assists other program specialists in the historic preservation review process. Collects data on historic preservation considerations related to potential impact. Identifies historic resource considerations (historic communities, landmarks, and properties, artifacts, museums, tribal concerns) in a Preliminary Damage Assessment (PDA). The incumbent synthesizes information using Environmental/Historic Preservation (EHP) related computer applications. Integrates computer generated data into reports, documents, or other products. Makes determinations for National Historic Preservation Act Section 106 compliance. Identifies consulting and interest parties and any required public notice. Completes historic preservation reviews for the potential presence of, and impact to, historic properties. Facilities the development of solutions to minimize the impact. Coordinates the integration of historic reviews with concurrent environmental and floodplain reviews. Provides technical assistance on historic preservation considerations to the incident management organization and external stakeholders. Communicates proper, precise, and timely information, advice, and opinions on historic preservation, to solve problems, answer questions, and inform others. Prepares and submits written EHP reports and other documents through proper channels. Manages documentation according to the EHP Management Plan. Organizes and consolidates documents into the EHP disaster record. 

Essential Knowledge
  • Knowledge of EHP laws, executive orders, regulations, agreements, policies, and procedures.
  • Educational background or work experience in related subject area.
  • Demonstrate appropriate level of Incident Command System (ICS) knowledge.
  • Demonstrate the ability to use EHP-related computer applications.
  • Ability to prepare well-organized, written reports and other documents that is audience appropriate. 
  • Ability to analyze data and make timely informed decisions that take into account the facts, objectives, constraints, and risks. 
  • Skill in interpersonal relations in order to interact effectively with internal and external parties at all levels of operations. Resume MUST contain your current and/or former job information, including employer’s name, address, dates of employment (month and year) and a contact telephone number.
