Architectural Historian - Idaho Transportation Department (Boise, ID)

The Idaho Transportation Department (ITD) is currently recruiting for a Senior Environmental Planner, with expertise in Cultural Resources (architectural history), to provide environmental support for transportation projects.

The incumbent in this position will work as a member of a team of environmental and engineering professionals to deliver highway, bridge and other transportation construction projects in Idaho. This position will focus on the completing the environmental processes required to deliver and construct state-wide projects. This position will be responsible to assure compliance with the National Environmental Policy Act, Section 106 of the National Historic Preservation Act, and Section 4(f) of the Department of Transportation Act. 

RESPONSIBILITIES: Using skills acquired through education, training, and experience, Provide project document quality control; reviewing for sufficiency, technical accuracy and compliance with ITD procedures and federal regulatory requirements; Makes determinations of National Register of Historic Places eligibility and project effect on historic properties; Serve as technical support to the Federal Highway Administration, ITD or local government staff in environmental resource areas, including Cultural Resources; Coordinate with the State/Tribal Historic Preservation Office, federal agencies, tribal staff, consulting parties, and consultant firms as needed; Review, recommend, author, and implement procedures, policy and guidance; Review, interpret and recommend comments on proposed rulemaking;  Conduct compliance monitoring; Develop process improvement and/or streamlining tools; Develop or support training and/or presentations; Develop and negotiate interagency agreements; Implement and track performance measures and reporting; Manage consultant agreements and contracts as needed; Complete in-house production work (fieldwork and reports) as needed.

Minimum Qualifications: Considerable knowledge of: environmental and cultural resource concepts and principles; environmental and cultural resource planning methods and impacts associated with transportation project location, design, and construction; methods involved in collecting, analyzing, and organizing data. Some knowledge of: engineering concepts relating to environmental and cultural resource planning. Experience: making public presentations of technical study findings; developing plans for mitigation measures.

Specialty Requirements: A Master’s degree in Archaeology, Anthropology, Architectural History, Historic Preservation or closely related field in accordance with Secretary of Interior Qualification Standards for Architectural History or Archaeology. Experience leading Section 106 consultation for or on behalf of a federal agency.
