The Executive Director is the manager of the Main Street organization and its programs, projects, and activities. The Executive Director guides project development and work planning to achieve business retention, expansion, and recruitment objectives. The Executive Director manages program performance to ensure quality projects are completed on time and within budget, as established in the annual work plans. The Executive Director regularly debriefs the Board on all project plans and activities, and adjusts work priorities in accordance with the Board’s guidance. The Executive Director is a resource for neighborhood commercial businesses seeking guidance to strengthen and/or expand operations. The Executive Director coordinates Main Streets organization activities with the DC Main Streets program.

General responsibilities:

  • Establish grant administration and project management systems for the DC Main Streets program
  • Develop a realistic work plan of activities that support the growth of commercial businesses and the Main Street corridor; link project requirements to budget projections
  • Partner with businesses to ensure services (plans and design/implementation strategy) concentrate on their needs; use identified business retention priorities to guide committee work plans
  • Manage annual budget development with rigorous planning and tracking to achieve income requirements and control expenses (without compromising the level or quality of service-delivery to corridor businesses);
  • Manage Design, Economic Restructuring, Promotion, and Organization committees ensuring they convene at least one monthly project management meeting, and implement projects that support business retention priorities; organize periodic training for committee chairs and volunteers
  • Report programmatic and operational (including financial) performance to Board of Directors at their monthly meeting, and other applicable schedules established by the Directors
    • prepare a monthly ED report summarizing work effort and activities, key meetings, action required by the board, committees, or partners (required in DCMS monthly report and important for board oversight);
    • submit updates on fund development requirements, and expenditure and cash flow projections
    • submit DCMS Monthly Report
    • provide periodic analysis to guide annual business retention, expansion, and recruitment strategic priorities
  • Coordinate monthly financial reporting with Treasurer to ensure reliable information is presented to board, partners, and funders; serve as backstop support for Treasurer to prevent financial reporting lapses
  • Engage in responsible communication that offers necessary transparency and accountability without compromising the integrity of the Main Street organization, or its board, committees, and volunteers, or its partners (corridor businesses, corporations, public agencies, funders)
  • Ensure projects proceed as designed and in compliance with contract terms and conditions, as applicable; establish necessary performance management systems to demonstrate achievements to the board, partners, and funders
  • Remain fully informed of all activities – at every stage of planning, design, and implementation – using the following resources:
    • committee and minutes (delineating actions and next steps guidance)
    • work plan updates
    • monitoring reports (including DCMS Monthly Reports)
    • expense projections
    • budget tracking
    • project performance monitoring
  • Manage volunteers by identifying meaningful assignments and coordinating applicable job descriptions, orientation, training, and recognition/retention strategies; track volunteer hours (via minutes w/attendance, DCMS Monthly Report, Partners & Places or other software); ensure volunteers have necessary resources to achieve tasks
  • Coordinate commercial revitalization plans with DMCS project manager and regularly provide updates on work plan progress to help build public awareness of programmatic and operational capacity – important to building financial and volunteer resources for your Main Street organization
