It’s difficult to track moving legislation, especially during budget season. We are monitoring the Historic Tax Credit Growth and Opportunity Act (HTC-GO) as well as the Historic Preservation Fund (HPF). Here’s what you should know and how it affects you. 
 
HTC-GO: 
- The House released a draft tax bill that is moving through committees for mark-up before Memorial Day.  
- HTC is not mentioned. This is a positive change from 2017 when elimination was proposed.  
 
It means: 
- If HTC-GO fails to progress, it is likely-- but not guaranteed-- that the current HTC will remain in place. 
 
You can: 
- Contact key Republican members of the Senate Finance Committee (listed below).  
Join advocacy efforts if you have a connection. Contact your Senators to urge collaboration with Sen. Cassidy on S.1459.  
- Join HTC Lobby Day in person on June 11 by contacting Mike Phillips at mphillips@ntcic.com.

HPF: 
- President Trump’s proposed FY26 budget nearly eliminates the HPF. 
- Funds authorized in FY25 have not been released.  
- The HPF is funded by offshore oil and gas leases, not general revenue.  
 
It means: 
- No funds for State Historic Preservation Offices (SHPOs), Tribal Historic Preservation Offices (THPOs), grants and other programs. 
- Staff cuts, which could slow reviews for historic tax credit applications, National Register nominations, and environmental compliance projects.  
- No funds for community preservation activities. 
 
You can: 
- Ask your Congressperson to sign onto the Turner-Leger Fernandez “dear colleague” letter by Friday, May 16. 
- Remember: Historic preservation has enjoyed bipartisan support for nearly 60 years.
