Preservation Alliance released its Request for Proposals for an Historic Preservation Redevelopment Program Feasibility Study. All proposals are due Wednesday, April 30, 2025 with the award date scheduled for Monday, May 5, 2025. Thank you the 1772 Foundation for providing funding for this project.

REQUEST FOR PROPOSALS: HISTORIC PRESERVATION REDEVELOPMENT PROGRAM FEASIBILITY STUDY
April 16, 2025 – Preservation Alliance of Baltimore County
Organizational Overview
Formed in 1981, the Preservation Alliance of Baltimore County (Preservation Alliance) is Baltimore County’s only countywide nonprofit organization dedicated to the preservation of our County's historic built heritage.
Preservation Alliance's formal mission is, “Preservation Alliance of Baltimore County is a non-profit organization dedicated to preserving & protecting Baltimore County’s unique & diverse heritage of historic buildings, landscapes, cemeteries, viewsheds, & communities."

Scope of Work Goals
A) A completed feasibility study answering the following questions (at a minimum):
Can an historic preservation Redevelopment program be initiated and exist in Baltimore County by Preservation Alliance?
An historic preservation Redevelopment program is a common preservation endeavor, which can involve programs like:
Buy, Rehab, & Sell
Leasing & Renting owned Properties
Distressed Historic Housing Repair programs
Easements
Community Land Trusts
Revolving Loan Funds
These potential programs allow for the undertaking the rehabilitation (and sometimes acquisition) of a historic property. In this context, historic properties are sites that either are individually listed in the National Register of Historic Places, are contributing structures in a National Register Historic District, or have been deemed eligible for listing in the National Register of Historic Places, or are historic Vernacular buildings that hold architectural and cultural value.
Can the Preservation Alliance successfully house an historic preservation Redevelopment program?
Scope of Work
Meet with the Preservation Alliance Executive Committee in-person and at a location to be determined in Baltimore County to initiate the project and define goals for a Redevelopment program.
Interview Preservation Alliance's Executive Director & 4-5 Board members about the organization, either in-person or via phone about the organization.
Develop criteria to evaluate whether such a program can be initiated and exist for Baltimore County. Identify how a Redevelopment program could be successful in our County. Identify what issues may prevent the success of such a program in Baltimore County.
Assess Preservation Alliance's capacity for administering a historic preservation Redevelopment program. Identify Preservation Alliance’s greatest strengths and weaknesses for housing and administering such a program. Research to identify what issues may prevent the success of such a program, if housed by Preservation Alliance.
Review risks associated with a Redevelopment program. Identify what initial funds, or capitalization, would be needed to initiate a program.
B) Assess Preservation Alliance's capacity for undertaking the acquisition, restoration, and leasing or selling of a significant Baltimore County historic property. The building consists of approximately 5,500.square feet. Identify Preservation Alliance’s greatest strengths and weaknesses for housing and administering such a project. Research to identify what issues may prevent the success of such a project.
This would include interviewing a Baltimore County Governmental official, and at least I (one) site visit to see the property and meet with a small group of community members (2-3 hours)
For A & B:
Create a draft feasibility study. Offsite compilation by selected consultant of the results of the analysis and research. Include recommendations for action.
Present draft feasibility study and recommendations at a Preservation Alliance Board Meeting (in-person). The presentation will solicit feedback on the draft feasibility study and suggestions for putting the feasibility study’s recommendations into action. This presentation will be one and a half to three hours long.
Revise feasibility study based on feedback and suggestions.
Present final feasibility study and recommendations at an in-person Preservation Alliance Board Meeting. The presentation will review the final feasibility study and will detail suggestions for putting the feasibility study’s recommendations into action. This presentation will be one and a half to three hours long.

Required Deliverables
A written report of research data and a completed feasibility study with recommendations (both presented in one hard copy and one digital copy format).
Assumptions and Agreements
Materials loaned to the vendor and produced by the vendor will be in standard American English.
Preservation Alliance will appoint one person, with decision-making authority, to serve as a project coordinator/manager.
The vendor shall warrant that on delivery, all media containing the instructional content of the program are free of material faults and processing errors.
Please note that any and all forms, statements, spreadsheets, guides, data, and reports created for these projects will become the property of Preservation Alliance, with one purpose being for Preservation Alliance to provide examples to other historic preservation organizations.
Travel and other associated expenses will be included in the vendor’s proposed bid.
The submission of a proposal assumes general acceptance on the part of the bidder that the bidder and Preservation Alliance will enter into a form of contract establishing Preservation Alliance's rights to intellectual property.
Required Proposal Format
The proposal must contain the following sections: Technical, Costs, Qualifications, Resumes of all Consultants &/or Staff who would be involved with the study, References.
Technical Proposal: In the technical section, bidders should include their proposed work plan outlining how they will accomplish the stated goals: 1) a completed feasibility study determining if it is possible to initiate and administer an economically viable historic preservation Redevelopment Program in Baltimore County
Costs: Proposals must include an all-inclusive rate for services identified in the proposal, including travel, handouts, and other associated expenses.
Qualifications: All eligible bidders must submit at least one example of a similarly compiled report and meet the following minimum eligibility requirements:
Demonstrate experience providing services similar to this request
Demonstrate a familiarity with the Baltimore County/State of Maryland real estate market, including historic properties
Have a successful track record of providing accurate and efficient deliverables
Have the ability to meet project timeline and budget
Please include resumes of all employees/contractors who would be involved in the study.
References: Bidders must list at least 1 (one) reference for whom they have previously provided this service or similar services. References should include full contact information (phone, email, mailing address, etc.)
Additional Documentation (optional): Bidders may include a short demo or direct us to a website that demonstrates their capabilities.

Deadlines
Questions from bidders must be submitted by email to project coordinator by Wednesday, April 23, by 5:00 p.m. EST. All relevant questions and responses will be compiled and emailed to all known bidders by Friday, April 25.
Proposal must be date- and time-stamped by 5:00 p.m. EST on Wednesday, April 30, 2025. (Corrected date!)

Limitation
This RFP does not commit Preservation Alliance to award a contract or to pay costs incurred by bidder in the preparation of a proposal to this RFP. Preservation Alliance may accept other than the lowest bid, waive minor informalities, and award a contract based only on the written proposal without any discussions with bidder. Issuance of a contract will be subject to the approval of the Preservation Alliance of Baltimore County Board of Directors. Preservation Alliance reserves the right to reject any or all proposals because of non-responsiveness to RFP requirements, bidder's lack of experience &/or expertise in study area, insufficient Preservation Alliance funds, evidence of unfair bidding procedures, financial insolvency of bidder, or if, in the opinion of Preservation Alliance's Executive Director, the best interests of the program will be served.
