Preservation Funding Entangled in Budget Showdown with White House Over FY’08 Spending

Historic preservation funding contained in the FY’08 Interior Appropriations Bill (HR 2643/S 1696) will subject to a major veto threat from the Bush administration of all 12 appropriations bills, which collectively are funded at $23 billion over the discretionary budget cap of $933 billion that President Bush outlined in his FY’08 budget. While the House has passed all but one spending bill (Agriculture), the Senate made little progress all summer on its appropriations bills and has passed just spending measure (Homeland Security). A continuing resolution to keep the government funded after the fiscal year expires on September 30th is all but certain, but the House leadership is insisting that they will press their Senate counterparts for individual consideration of each appropriations measure in the hopes of avoiding a year-end omnibus spending bill.

Further complicating matters is that the House and Senate differ substantially on Historic Preservation Fund (HPF) funding contained within the Interior bill — most notably in the funding for the Save America’s Treasures (SAT) and the Preserve America (PA) programs. The House funds SAT at $30 million but with a $10 million set-aside for Preserve America grants while the Senate provides $30 million for SAT from the HPF and $5 million for Preserve America under the National Recreation account of the Interior bill. In addition, the Housepassed funding for the HPF is $6.5 million higher than the Senate Committeeapproved level. Preservationists are concerned that these discrepancies between the House and Senate funding levels may not get the attention they deserve from lawmakers if they are part of a much larger conference on a massive omnibus spending bill. The Trust and its preservation partners are advocating for individual consideration and conferencing of the Interior Appropriations bill and historic preservation funding with lawmakers to avoid an omnibus bill scenario.
