National Trust and Coalition Partners Urge Harkin to Include Cultural Heritage Language in Senate Farm Bill

On August 6th, the National Trust joined 113 rural development organizations in a letter to Senator Tom Harkin (D-IA), chairman of the Senate Agriculture Committee, expressing support for his proposed rural development title in the Senate’s 2007 Farm Bill. Although the rural development title is still in draft form, the measure is expected to include language in the title’s Rural Collaborative Investment Program (RCIP) criteria to examine the cultural and heritage advantages of proposed projects under the program. RCIP is designed to “create integrated investments across the public, private, and philanthropic sectors, and support locally developed regional strategies, collaborations, and project investments.” In addition, the title reauthorizes the Historic Barn Program.

Including cultural heritage language and reauthorizing the barn language in Senate’s Rural Development title would provide another opportunity to ensure historic preservation language is included in the final version of the 2007 Farm Bill. The House already passed a measure that includes historic preservation in the Conservation Title and twice in the Rural Development title (see below). The Senate is expected to consider its 2007 Farm Bill proposal following the August recess.

House-Passed Rural Heritage Provisions:

The House approved historic preservation language in its version of the Farm Bill (HR 2419) last month, including:

  • language in the Rural Development Title which included the “promoting, preserving and protecting rural heritage” in the Rural Strategic Investment Program (RSIP);
  • the inclusion of historic and archaeological resources as eligible for protection in Farm Ranchland Protection Program (FRRP) as part of the Conservation Title in the bill; and,
  • reauthorization of the historic barn grant program under the Rural Development title.
