Storm Windows Rebate for Historic Properties Included in HOME STAR Legislation

The House Energy and Commerce Subcommittee on Energy and Environment marked up its version of the HOME STAR retrofits bill on March 24th. The subcommittee approved the $6 billion bill which included a storm windows rebate provision for historic properties advocated by the National Trust. The storm window provisions language provides a rebate ($50 each) for a minimum of five windows and a maximum of 12 which “comply with any procedures that the Secretary may set for storm windows and their installation.” However, the House draft’s compliance language is considerably weaker than the proposed compliance standard advocated by the Trust, which specifically references Section 106 under the National Historic Preservation Act to ensure that storm windows are properly installed and do not affect the historic character of any eligible structures.

In addition, the subcommittee also rejected two amendments offered by Reps. Parker Griffith (R-AL) and Steve Scalise (R-LA), respectively, that would have capped the program’ authorization at $1 billion and also stripped language from the bill that would have restricted contracting to certain contractors' groups and laborers who have proven track records in weatherizing homes and installing energy-efficient equipment. The latter amendment would have granted the Energy Secretary the authority to evaluate and approve "job skill" standards for the purpose of opening up job opportunities to a wider number of contractors and installers.

The full Energy and Commerce Committee is expected to consider the HOME STAR bill is expected later this spring. In addition, Sen. Jeff Bingaman (D-NM), the chairman of the Senate Energy and Natural Resources, is planning to introduce the Senate companion HOME STAR bill shortly, which is also expected to the storm windows rebate for historic properties.
