Senate Appropriators Restore Save America's Treasures (SAT) and Boost F'12 State and Tribal Preservation Funding

The Senate Interior Appropriations Subcommittee last week issued its proposed FY12 Interior, Environment and Related Agencies Appropriations Bill that provided substantial increases to historic preservation funding, including the restoration of Save America’s Treasures (SAT) funding – which was eliminated by Congress in FY’11.  

The Senate’s draft Interior Appropriations bill would provide $47 million to State Historic Preservation Offices (SHPOs), an increase of $593,000 over FY’11 while Tribal Historic Preservation Officers (THPOs) would receive $9 million, an increase of $1.016 million over FY’11 under the Historic Preservation Fund (HPF).  In addition, the Senate bill restored $8 million in funding for Save America’s Treasures (SAT), a competitive grant program that has provided critical funding for federal  and private partnerships that have been instrumental in preserving such iconic American treasures as the Star Spangled Banner, Rosa Parks’ bus, Ellis Island, Thomas Edison’s Invention Factory and the September 11 National Memorial’s Vesey Stairway.  SAT last received funding ($25 million) in FY10.  

The Senate’s actions ensure that State Historic Preservation Officers (SHPOs) and Tribal Historic Preservation Officers (THPOs) can continue to administer critical national historic preservation programs such as the federal Historic Rehabilitation Tax Credit, which created over 145,000 jobs and leveraged more than $8.8 billion in private investment in FY’09 and FY’10 nationwide.
