New Energy Bill Includes Block Grant Program That May Benefit Historic Rehabilitation

President Bush signed the “Energy Independence and Security Act of 2007” (HR 6) into law this week that includes an Energy Efficiency Conservation Block Grant program designed to provide funding to states and local governments for reducing energy and promoting efficiency in buildings. Funding will be distributed on a formula basis that includes local peak energy consumer population and square footage of commercial, office, and industrial space. Grantees could also provide sub-grants to nonprofits and governmental agencies to perform “energy efficiency retrofits” to existing buildings. The bill has no specific focus on retrofitting historic and older structures, but may eventually provide a nominal source of funding for rehabilitations. The block grant program would be authorized at $2 billion annually from 2008 through 2012.
