REQUEST FOR PROPOSAL (RFP)
INVITATION TO BID FOR THE YAP STATE HISTORIC PRESERVATION LEGISLATION REVIEW PROJECT
The Yap State Historic Preservation Office (YSHPO) hereby solicits for professional assistance to review and make appropriate recommendation for the improvement of the existing historic preservation legislations, policies, and regulations taking into account the best means to address the preservation and protection of both cultural/historic tangible and intangible heritage of Yap State, Federated States of Micronesia (FSM). Any interested individuals/entities or groups must have a Principal Investigator (PI) to work on this project by having or possessing at least a master degree or equivalent in archeology, anthropology, or other related fields with at least two (2) years of research work experience as an independent researcher or with minimal supervision. Further, interested individual, entity, or group who possesses or has someone with a law degree (JD) is most preferable to bid since this project involves research, review, and on-site (in Yap State, FSM) consultation with stakeholders of the current legislations, policies, regulations, etc, and from which recommendations for improvement and writing of the technical report or drafting of proposed legislations, policies or regulations would be components of the final product.
Respondents to this advertisement must state the schedules of activities by month or measurable time-frames, round trip travel costs from and to point of origin, entire project’s duration, services and related fees, and any other information which can assist in the determination of the reasonableness of the proposal. On site (on-island) involvement/presence by the principal investigator or coordinator of the project for implementation of the required activities or field works is mandatory. This bidding advertisement shall expire by April 17, 2016. YSHPO has the right to reject any and all bidding proposals or waive any irregularities with or of any proposal.
