The Maryland Historical Trust (MHT), Maryland's State Historic Preservation Office, seeks a Preservation Office for its Tax Credit Programs in Crownsville, Maryland. This contractual position serves as one of the three reviewer positions for the Historic Tax Credit Unit within MHT's Office of Preservation Services. Responsibilities for this position include providing technical and logistical support for owners of historic properties regarding appropriate historic rehabilitation treatments, participating in the review of the approximately 350 State homeowner rehabilitation tax credit applications received annually, the review of applications for the four million dollar small commercial tax credit, as well as the statutorily required promotion of both programs. Additionally, this position maintains and updates all application forms, instruction materials and web site updates.

SALARY:
$22.51 - $35.93/hour

POSITION DUTIES
  • Reviews all Part I, II and III applications for the Historic Tax Credit Program.
  • Reviews plans and specifications to ensure project compliance with the Secretary of the Interiors Standards for Rehabilitation, state law and regulations, and program policies.  
  • Conducts on-site meetings prior to, during, and upon the completion of tax credit assisted rehabilitation projects to provide administrative and technical assistance and to verify compliance with program requirements. 
  • Reviews Part III expenditures to ensure that they are qualified as eligible under the law. 
  • Promotes the Historic Tax Credit Program to the public and responds to all general inquiries about the program.  
  • Develops and maintains application and guidelines.  
  • Leads and organizes workshops for potential applicants. 
  • Provides technical assistance, including site visits, for potential applicants regarding preservation best practice, organizational requirement, and site control issues.
MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.

DESIRED OR PREFERRED QUALIFICATIONS
  • A Bachelor’s or Master's degree from an accredited college or university in Historic Preservation, Architecture, Architectural History, or closely related field is preferred.  
  • High preference will be given to candidates for whom at least two of the four years of professional experience defined above, is full time experience in stated discipline, with emphasis on historic preservation, rehabilitation of historic structures or architecture.
  • Demonstrated superior writing and public speaking skills, and strong interpersonal abilities and negotiating skills are essential.
  • Demonstrated experience reviewing technical aspects of architectural plans and drawings is preferred.  
  • Experience interpreting and applying the Secretary of the Interior’s Standards for Rehabilitation, related to rehabilitation or improvements to historic properties using the historic tax credit programs or under local historic preservation commission review is desirable. 
  • Some knowledge of Maryland history and architecture and familiarity with federal and state historic preservation laws and regulations are preferred.
  • Certification as a LEED AP or experience with incorporating green building techniques into historic rehabilitation projects is desirable, but not required.
