Historic Preservation Planner - Idaho State Historical Society (Boise, Idaho)

The Idaho State Historical Society (ISHS) is recruiting for an open position of a Historic Preservation Planner at the State Historic Preservation Office (SHPO). The Historic Preservation Planner will assist Certified Local Governments (CLGs) and local historic preservation efforts through training, outreach, technical assistance, and grant administration. 

ABOUT THIS POSITION

The Historic Preservation Planner will  assist Certified Local Governments (CLGs) and local historic preservation efforts through training, outreach, technical assistance, and grant administration; perform related work.

Example of Duties

Certified Local Government Program responsibilities: provides technical assistance on fiscal and program management, interpretation of program guidelines and regulations, and changes in federal and state policies, laws and regulations; responds to inquiries regarding grant or contract availability, requirements and guidelines; writes and revises grant or contract manual and forms; conducts and/or arranges training for potential and current sub grantees or contractors.

Grant Administration.  Typical responsibilities: Sub grantee evaluation/grantee/contractor compliance. Reviews, evaluates and approves sub grantees' or contractors’ applications, reports and agreements for accuracy and compliance with state and federal laws and regulations; monitors and measures sub grantees' or contractors’ progress towards goals and timetables; analyzes financial reports to determine if expenditures are in compliance with grant or contract guidelines; reviews payment requests or expenditures and recommends approval/denial; conducts interviews with sub grantees or contractors to determine compliance and identify problems; determines program deficiencies and recommends and negotiates corrective action; recommends termination, suspension or repayment of funds; gathers and compiles information for grantees’ or contractors’ state plans, applications and reports; ensures that grantees' or contractors’ program recommendations and reports are accessible, accurate and complete; develops written and statistical reports; may conduct on-site visits to determine compliance of service delivery. Works with ISHS fiscal staff administer the annual Historic Preservation Fund grant; compiles information and statistics for year-end report and annual application.

Technical assistance. General responsibilities: assists federal, state, and local governments in developing historic preservation planning process; prepares and reviews planning reports and documents; develops and conducts training sessions for local historic preservation commissioners; develops evaluation factors and criteria to evaluate participants' planning performance; conducts lectures and workshops for government officials and the public; works with Main Street Program coordinators to address historic preservation aspects of program.

Preservation planning. Typical responsibilities: assists local governments and historic preservation commissions to identify and analyze cultural resource data for planning and setting priorities; identifies generalized low and high-risk areas to help develop statewide preservation priorities; works with local governments and historic preservation commissions to pursue historic preservation projects and programs.

State Historic Preservation Plan. Gathers information, conducts outreach, and meets with partners and interested parties in anticipation of preparing statewide preservation plan.  Writes and updates plan as required by National Park Service.  

Other Functions and Responsibilities: 


•  Provide support to agency public programs and outreach efforts as assigned. 
•  Some weekend and/or evening hours will be scheduled.
•  Performs other duties as assigned.

 

SALARY

$58,177.60 Annually

MINIMUM QUALIFICATIONS 

To satisfy federal funding requirements, applicants must meet the Secretary of the Interior’s Professional Qualification Standards (36CFR61, Appendix A) for one of the following:  Historic Preservation Planner, Historic Preservation, Architectural History, or History.

Good knowledge of historic preservation planning and practices, and related federal regulations. Some knowledge of American architectural history, Idaho and/or western United States history. Demonstrated ability to: make oral presentations before groups; communicate effectively orally and in writing to a wide range of audiences. Experience interpreting, applying and explaining laws and regulations; interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations or requirements; collecting, organizing and evaluating data and writing narrative reports of findings.
