The Iowa State Historic Preservation Office (SHPO) identifies, preserves and protects Iowa’s historic and prehistoric resources.

The SHPO serves as the state’s historic preservation office and works in collaboration with its federal agency partner, the National Park Service, and many other state and federal partners to administer state and federal historic preservation programs and maintain a survey and inventory collection of historic properties in Iowa.

Role and Responsibilities
The National Register Coordinator will coordinate the submission and review of nominations and determinations of eligibility for the National Register program. This person will fulfill the position requirement for a professional historian as required by the National Historic Preservation Act of 1966 and amendments. This person will also serve as a reviewer for the Historic Preservation Tax Incentive Programs including the State and Federal Historic Preservation tax credits and State property tax exemptions.
 
Duties include:
National Register Coordinator:

- Consult with and provide assistance to SHPO staff members as needed on projects having the potential to affect the historic value of properties and to avoid or minimize the adverse effects such projects may have on places significant to Iowa’s History;
- Evaluate applications for National Register of Historic Places listing through the staff group review process including writing and editing nominations as needed along with assisting with other components of the program;
- Work with local organizations to develop historical preservation or interpretive projects in co-sponsorship with the State Historical Society of Iowa.
- Review of Historic Preservation Tax Incentive Programs:
- Serves as a primary point of contact for parts 1, 2, and 3 of the application process and advises and assists program applicants with meeting state and federal guidelines, requirements, and preservation standards.
- Completes time sensitive professional design reviews of proposed and completed tax incentive projects for consistency with the Secretary of the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings, including the processing of all related paperwork.
- Works with tax incentive program staff to develop rules, forms, processes, and reports, including the annual state tax credit report to legislature.
- Works with tax incentive program staff and the public outreach coordinator to develop appropriate training and marketing materials.
- Works with appropriate staff at state and federal agencies to accomplish the goals and objectives of the tax incentives program. 


Requirements:
- Meet the Secretary of the Interior’s Professional Qualifications Standards for history or architectural history.
- Working knowledge of the Secretary of the Interior’s Standards for the Treatment of Historic Properties, and in particular the Secretary of the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings.
-Highly developed interpersonal skills to negotiate, mediate, and collaborate with a wide variety of individuals.
-Recent and relevant experience within local, state and/or federal historic preservation or related programs.
-Advanced problem solving abilities with experience in mediation and negotiation. -Have the ability and skills to resolve work-related problems in areas that are not covered by precedent or established policies, offer suggestions to proactively suggest positive outcomes.
-Analyzes records/reports of work accomplishment and assesses progress towards meeting goals/objectives; takes corrective action when necessary to resolve problems and to achieve goals and objectives.
-Knowledge of state and federal laws and regulations relating to historic preservation and of the larger environmental review process within which these laws function.
-Ability to work with various local, state and federal agencies and with people with a diverse range of knowledge and skills and diverse backgrounds, education and interests.
-Communicate effectively in writing and orally, including the ability to speak effectively to both large and small groups.
-Develops internal policies and procedures for improving coordination of processes and keeps other staff informed of goals and objectives, revised procedures, methods, and work changes.
-General knowledge and experience in the nomination and listing process for historic properties on the National Register of Historic Places, particularly in the preparation and review of nominations.

Minimum Qualification Requirements
Graduation from an accredited four year college or university with major course work in history, anthropology, archeology, architecture, curatorial--museum management, literature, English, art, natural history, architectural history, library science, historic preservation, and the equivalent of one year of full time experience in professional research, museum, education, editor, or other experience associated with history, anthropology, archaeology, architecture, architectural history, art, museums, historic sites, or historic preservation;
OR
qualifying work experience or graduate education may be substituted for the required education or experience on a year-for-year basis (30 semester or equivalent hours equal one year of qualifying experience).
