Planner I - Office of Historic Preservation (Non-Civil Service) (Dallas, TX)

Position Purpose

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications. 

The purpose of the Planner position is to focus on the management of change impacting historic properties citywide, which will include undertaking limited research, conducting site visits, liaising with customers/applicants/property owners/designers, review and assessment of applications that typically include architectural drawings or engineering reports, report preparation and presentation, all associated with the Certificate of Appropriateness process.

This position will also include opportunities for the successful candidate to administer the Historic Preservation Tax Exemption Program, host virtual meetings, contribute to front end web development, and liaise with the City’s Information Technology Services (ITS) for website management.
 
The Planner will be a technical specialist with a strong background in architectural design review. It is anticipated that there will be opportunities for a proactive outreach role providing information and assistance to customers regarding historic preservation processes, ordinances, appropriate materials, preservation planning, celebrating cultural identity, and safeguarding the special interest of the area.

Essential Functions
1 Serves as the main point of contact for people that visit the planning office; explains and interprets policies and procedures related to planning applications; answers questions customers may have about zoning and other planning processes; oversees the submission of applications and creates detailed reports to present to City Planning Commission.
2 Compiles and analyzes data for planning purposes in a specialty area and to assist in the formulation of sound planning and design proposals; reviews case applications and route issues to other departments for review; maintains communications with the public and various applicants to ensure effective services.
3 Prepares various documents for others to present to departmental staff, citizens, and other interested groups; edits case reports and related power points; reviews material and verifies information with available datasets.
4 Processes and ensures the appropriate approvals for applications and other intake forms.
5 Meets with citizens and business interest groups to identify problems, goals and objectives, explain programs, and respond to questions.
6 Performs any and all other work as needed or assigned.

Position Responsibilities: 

Primary responsibilities of the position will include reviewing and investigating changes to historic properties, reviewing approved work authorized in Certificates of Appropriateness, investigating unauthorized work and education and awareness initiatives related to the management of change to historic properties. Responsibilities will include site visits; research; providing information on the property/application to the public via email, phone, or in meetings; presenting the case at staff review meetings; assisting in the creation of property owner notification and case report for the Landmark Commission (LMC), Task Forces and hearings; assisting with presenting the case at the LMC briefing and public hearings; interdepartmental communications and communication with stakeholders and outside agencies as appropriate.
 
Secondary responsibilities may include:
 
administering the Historic Preservation Tax Exemption Program, hosting virtual meetings, contributing to front end web development, liaising with ITS for website management, and assisting with general preservation inquiries and education/awareness/outreach initiatives; or
administering a proactive monitoring strategy for historic properties, increasing the emphasis on education and awareness, contributing to training of others in recognizing appropriate change, and assisting with general preservation inquiries and education/awareness/outreach initiatives.  
Individuals should have a basic knowledge of the development process as it pertains to historic preservation and knowledge of geographic information systems and must have the ability to do research in an orderly and timely manner, have the ability to analyze data, abstract problems and issues, and have the ability to communicate effectively both orally and in writing with a wide variety of customers.

Minimum Qualifications
PROFESSIONAL QUALIFICATIONS:


Meets the Secretary of the Interior’s Professional Standards Qualifications. 

EDUCATION:
Bachelor's Degree in architecture, historic preservation or a closely-related field (such as planning, architecture, or engineering field) with a focus on technical design review, inspection/compliance or construction administration.

EXPERIENCE:
Two (2) years of professional/technical level local government related planning/design review experience.
Two (2) years of professional/technical level experience in a design capacity preferably in an architect’s office or other comparable design-related context.
or
Two (2) years in the capacity of design/project reviewer for a State Historic Preservation Office or equivalent
EQUIVALENCY (IES):
 
Qualifications that satisfy the technical design review, inspection/compliance or construction administration component of the education qualifications may be considered to meet the professional qualification/education requirements.  
A certificate or recognized qualification in a closely-related field plus six (6) years of the required experience will meet the education and experience requirements.

PREFERRED QUALIFICATIONS:
Master's degree in architecture, historic preservation or closely related field is a plus.
American Institute of Architects (AIA) membership with a focus on historic resources is a plus.
American Institute of Certified Planners (AICP) certification with a focus on historic preservation is a plus.

LICENSE(S)/CERTIFICATIONS:
 Master's degree in architecture, historic preservation or closely related field is a plus.
Must have valid driver's license (and good driving record).  
SKILLS AND ABILTIES (REQUIRED):
Effective oral/written communication and MS Office skills required.

Architectural plan review skills
Familiarity with historic districts, historic structures and character-defining features
Familiarity with historic preservation principles, zoning ordinances and best practices
Appreciation for historic materials and details
Complaint resolution and practical problem-solving skills
Monitoring construction in relation to approved drawings
Knowledge of Certificate of Appropriateness application process
Ability to interpret and anticipate preservation issues related to architectural drawings and details
Ability to identify differences between approved drawings and work-in-progress or work undertaken
Strong technical and analytical skills
Effective oral/written communication skills in English and Spanish
Ability to communicate city policies, best practices and preservation principles under challenging circumstances
MS Office or similar software skills
GIS and front-end web development/website management
