Description
History Nebraska is seeking an organized and detail-oriented individual to serve as the State Historic Preservation Office’s (SHPO) Historic Tax Incentive Coordinator. As a member of SHPO, this position serves as the State of Nebraska’s recognized expert and administrator of the Federal Historic Tax Credit, Nebraska Historic Tax Credit, and Valuation Incentive Program. The position will be accountable for reviewing applications, providing technical assistance on historic preservation to applicants, and communicating with National Park Services staff to maintain consistency between the state and federal historic tax credit programs. The Tax Incentive Coordinate is responsible for one of the most utilized programs with the SHPO. With that responsibility comes the opportunity to travel throughout the state to visit project sites, work with a wide range of applicants including seasoned developers, local governments, and small-town business owners, and have an impact on the development of educational materials that help improve and empower Nebraska’s historic preservation goals.

Job Duties:
- Work with applicants and their architects/consultants to complete the application process for tax incentive programs, verifying that properties are certified historic structures.
- Review and process applications for commercial, residential, and other projects seeking to qualify for federal and/or state historic rehabilitation tax credits. 
- Review plans, construction drawings, and other materials related to historic building rehabilitation to ensure compliance with the Secretary of the Interior’s - Standards for the Treatment of Historic Properties. 
- Provide technical assistance and periodic training for constituents, developers, local governments, and the public related to building rehabilitation. Assists in the development of educational and promotional materials and activities.
- Manage tax credit files and other information related to the review and approval of historic preservation tax credit applications.
- Other duties as assigned, including but not limited to: helping other departments, participating in interdepartmental committees and working groups; participating in community outreach events.

Knowledge, Skills, & Abilities
- Knowledge of the principles, practices, and procedures of historic preservation, including the Secretary of the Interior’s Standards for the Treatment of Historic Properties and the seven aspects of integrity. 
- Skill and ability to read and interpret architectural plans, specifications, and proposed rehabilitation work to insure compliance with the Secretary of the Interior’s Standards.
- Capability to make judgments and recommendations based on the review of plans, visual inspections, and dialogue with others. 
- Ability to present complex program information and requirements in understandable and appropriate terminology to professionals, homeowners, architects, engineers, business owners, municipalities, and agency staff. 
- Excellent communication skills including capacity to work cooperatively and effectively with owners and managers of historic properties, consultants, staff, and the public.
- Possesses strong time management skills and proactively manages deadlines.
- Must be committed to the organization’s core values and demonstrate them regularly in their work.

Minimum Qualifications 
- A bachelor’s degree in architecture, construction management, or a related field is preferred AND 2-5 years of experience working with technical building program elements. 
Preferred: A background in architecture or architecture history. 
Other: Position requires frequent in-state travel. Must possess a valid driver’s license, be able to provide independent authorized transportation, or drive a state vehicle as necessary.
