New York City law requires façade inspection of buildings taller than 6 stories (including ones that are 6 stories with a basement or with a “penthouse” floor) every 5 years by registered professionals. This requirement, known as Local Law 11, has been on the books for 30 years, and in terms of ensuring public safety, the law has been a success. In terms of preserving New York City’s historic buildings, its record is mixed.
This presentation by architect Richard Moses is aimed at architectural practitioners as well as property managers and interested New Yorkers. Speaking from first-hand experience with Local Law 11 in previous cycles, Mr. Moses will discuss the new requirements of the current (7th) cycle and address the following key issues:
- What are the Basic Requirements of Local Law 11? What is new for Cycle 7?
- What are the new "staggered cycle" report filing deadlines?
- How do you determine a building’s current Local Law 11 status?

The seminar will be presented by Richard Moses, RA. Mr. Moses, a Historic Districts Council Board Member, is an Associate at SUPERSTRUCTURES, a firm of architects, engineers, materials scientists, and non-destructive testing specialists dedicated to the preservation of buildings and infrastructure. Since the firm's founding in 1981, which coincided with the first façade inspection cycle, SUPERSTRUCTURES has conducted thousands of Local Law 11 inspections. Prior to joining Superstructures, Mr. Moses served as Architect at the NYC Landmarks Preservation Commission.
