The Mills Act – A Catalyst for Historic Preservation and Community Revitalization Workshop

The Mills Act is one of the most important financial incentives for the rehabilitation of historic buildings in California. Created by state law, it provides a financial incentive to property owners and municipalities, to address the short-term economic challenges of rehabilitating historic buildings and revitalizing urban cores in cities both large and small.
Hosted by the California Preservation Foundation, this workshop will feature an overview of Mills Act state legislation, examples of program requirements and implementation of successful Mills Act programs, and a discussion of the process to design, obtain approval and implement a Mill Act program tailored to the specific needs of your community.
Case studies led by city staff, responsible for historic preservation, economic development, and tax assessments, and property owners, will be used throughout the presentations. Participants will learn how to analyze need and economic impact; design a program to meet specific objectives; obtain required approvals, and implement a Mills Act program. |
