Architectural Historian - ITD Senior Environmental Planner Needed, Idaho Transportation Department (Boise, ID)

Architectural Historian - Senior Environmental Planner needed at The Idaho Transportation Department.

The Idaho Transportation Department (ITD) is currently recruiting an Architectural Historian (Senior Environmental Planner) for a full-time position with a competitive pay range of $32.97 to $41.21 per hour, to provide environmental support for transportation projects. Within ITD, all Cultural Resources work (archaeology, architectural history, and history) is conducted under the Environmental Services section alongside other Environmental Planners and encompassing other environmental disciplines. A knowledge of environmental concepts, principles, and planning is desired. However, experience in architectural history is required. This position is located at ITD Headquarters in Boise, ID.

The incumbent for this position will work as a member of a team of environmental and engineering professionals to deliver Federal-aid and State-aid, highway, bridge and other transportation construction projects (linear) in Idaho. This position will focus on completing the environmental processes required to deliver and construct statewide projects. This position requires working in a deadline driven environment, balancing multiple priorities, and engaging in complex problem solving while providing support to operational staff in environmental compliance.

Occasional fieldwork and travel may be required.

EXAMPLE OF DUTIES

- Provide project document quality control, reviewing for sufficiency, technical accuracy and compliance with ITD procedures and federal regulatory requirements

- Make determinations of National Register of Historic Places eligibility and project effect for historic resources

- Historic architectural research and survey

- Analyzes architectural styles and structures in the development of statewide architectural survey priorities and procedures in coordination with Idaho

- State Historic Preservation Office (SHPO) as part of mitigation programs

- Serves as the ITD Mitigation Lead for Adverse Effect Resolution as part of the Section 106 compliance process for all projects with cultural resources mitigation

- Make recommendations and negotiate mitigation efforts with project managers, regulatory agencies and other project stakeholders; ensure these commitments are met

- Serve as technical support to the Federal Highway Administration, ITD, or local government staff for cultural resources related issues

- Coordinate with the State/ Tribal Historic Preservation Office, federal agencies, tribal staff, consulting parties, and consultant firms as needed

- Reviews projects for determination of eligibility and project effect findings in accordance with Section 106 of the National Historic Preservation Act (NHPA)

- Assists federal agencies, local agencies/communities, and interested parties in developing mitigation and treatment alternatives

- Conducts or oversees consultants for architectural survey field work

- Review, recommend, author, and implement procedures, policy and guidance

- Review, interpret and recommend comments on proposed rulemaking

- Conduct compliance monitoring for cultural resources

- Develop process improvement and/or streamlining tools for cultural resources

- Develop or support training and/or presentations for cultural resources

- Develop and negotiate interagency agreements for cultural resources

- Implement and track performance measures and reporting for cultural resources

- Manage consultant agreements and contracts as needed for cultural resources

- Complete in-house production work (fieldwork and reports) as needed

- Expect to work on both projects and program level activities

- As an independent peer reviewer, provide project document quality control, review for sufficiency, technical accuracy and compliance with ITD procedures and state and federal regulatory requirements

MINIMUM QUALIFICATIONS

Considerable knowledge of:

- Environmental concepts and principles

- Environmental planning methods and impacts associated with transportation project location, design, and construction

- Methods involved in collecting, analyzing, and organizing data

Some knowledge of:

- Engineering concepts relating to environmental planning

Experience:

- Making public presentations of technical study findings

- Developing plans for mitigation measures

MQ Specialties:

- Some positions require a valid driver's license

DESIRED QUALIFICATIONS

- Completion of a bachelor’s degree from an accredited college or university in architectural history, architecture, historic architecture, or historic preservation, in accordance with the Secretary of the Interior’s Standards, with requisite experience (i.e., experience in fieldwork [survey] and resource identification), or a master’s degree in architectural history, architecture, historic architecture, or historic preservation
AND

- Experience leading Section 106 consultation for or on behalf of a federal agency

- Experience working on transportation projects

- Demonstrated architectural field survey experience such as but not limited to large-scale surveys of corridors or multiple properties

- Knowledge and/or expertise in the application and analysis of Section 4(f) resources and the use of those resources

- Must meet the Secretary of Interior Standards for Architectural History
