Historic Preservation Principal Planner, Arlington County Government (Arlington, VA)

Arlington County's Department of Community Planning, Housing and Development is seeking a a senior level Historic Preservation Planner within the County's Historic Preservation Program (HPP).

The HPP is a dynamic part of the Neighborhood Services Division (NSD) within the Department of Community Planning, Housing and Development (CPHD). The HPP helps identify, document, and preserve Arlington's historic resources and cultural heritage. In particular, the program staff: oversees the enforcement of the Historic Preservation Ordinance; supports the functions, committees, and activities of the County Board-appointed Historical Affairs and Landmark Review Board (HALRB); and promotes historic preservation through a variety of special projects. The HPP staff manages the review and approval process for Certificates of Appropriateness (CoAs) in the County's 40 local historic districts; offers technical assistance to property owners, other staff, and the general public; and provides input on special planning initiatives and review processes affecting historic properties Countywide.

Specific duties include:

  • Managing the County's historic preservation easement portfolio, including negotiating new easements and regularly monitoring the recorded easement properties for compliance;
  • Managing all of the state and Federal historic preservation compliance reviews for the HPP, (e.g., Section 106, National Environmental Policy Act, and Housing and Urban Development reviews, etc.) and providing analysis and recommendations;
  • Serving as project manager for various major, complex historic preservation planning initiatives and projects (i.e., Countywide projects affecting local historic districts, updates to existing local historic district design guidelines, use permit reviews for historic schools, public processes related to National Register nominations and/or local designation requests, updates to the Historic Preservation Master Plan and Historic Resources Inventory, etc.);
  • Analyzing Countywide development review cases involving historical, cultural, and/or archeological resources and providing analysis and recommendations;
  • Participating in Countywide planning studies and initiatives affecting historic resources (e.g., Lee Highway Study, Housing Conservation Districts, among others);
  • Overseeing the Associate Planner's management of the monthly CoA and design review process and assisting the Historic Preservation Specialist as needed with background and technical information;
  • Participating in outreach activities to educate the public about Arlington's built environment, cultural heritage, and preservation-related initiatives; 
  • Receiving and evaluating various types of trade and building permits; and
  • Helping maintain the large records collection of the HPP and making those records more accessible to the public.
The successful candidate will work effectively and diplomatically with County staff, citizen commissions/advisory groups, citizens and property owners, architects, contractors, land use attorneys, and the development community to carry out Arlington's historic preservation goals, which are a key part of Arlington's Urban Village vision.
